Dr. Parsan is the former Ambassador to the United States of America, Mexico, and Executive Secretary for Integral Development at the Organization of American States (OAS). Presently Special Advisor to The World Bank Group, President of the Board of Virtual Educa Global Alliance; Chairman of the Board of Directors for the Global Alliance for Surgical, Obstetric, Trauma, and Anesthetic Care (The G4 Alliance). Director in several Companies and has consulted on several special projects locally and internationally.

Experienced Development Banker focused on Latin America and the Caribbean having served as Country Representative to Trinidad and Tobago and Private Sector Advisor for the Inter-American Development Bank (IADB). Executive level international attorney having served as Managing Director and Associate General Counsel at Bearing Point Inc. and as Of Counsel at Perkins Coie, bar memberships in New York, Connecticut and Washington DC.

Implementation and execution of the following sustainable/renewable energy programs in Latin America and the Caribbean: Renewable Energy and Energy Efficiency Partnership (REEEP) www.reeep.org which is a market catalyst for clean energy in Caribbean and other developing countries. In this role, REEEP acts as a funder, information provider and connector for up-scaling clean energy business models. Sustainable Energy Commercialization and Capacity Building (SECBI) www.ecpamericas.org which addressed critical commercialization challenges related to expanding the development and use of renewable energy alternatives as a means of injecting lower cost and less environmentally harmful energy technologies into the energy portfolio in the region. Energy and Climate Partnership of the Americas (ECPA) www.ecpamericas.org which promotes regional energy cooperation through different strategies and actions for achieving a cleaner, safer, efficient, modern and fair energy deployment. Caribbean Sustainable Energy Roadmap and Strategy (C-SERMS) Platform.
Convene high level regional government representatives, to advise and assess the feasibility of large-scale regional renewable energy projects, including a 65MW hydropower generation facility, geothermal, wind and solar projects. Engagement and partnering with development aid agencies to develop and implement regional funding facilities to promote renewable energy and energy efficiency projects in Latin America and the Caribbean.
Chairman of the Global Gas Council (GGC)- Engage in policy dialogue with 48 countries on the issues of production, distribution and consumption of natural gas worldwide. Identify and develop commercial opportunities in the natural gas value chain. Engage over 75 countries from the International Community to participate and support the next Gas Conference, to be held in Washington DC 2018. Liaise with influential leaders, buyers and sellers, policy makers and experts in the area of natural gas and energy from around the world.
Sustainable Smart City Solutions
Development and implementation of a framework to create a Sustainable (Smart) City. Programing development projects to steer development aid to projects centered around 3 pillars: Environmental and climate change, urban development and fiscal sustainability. The initiative was designed to create solutions around many of the challenges that developing and emerging countries have identified, for example the high cost of city living, congested commutes, increase in non communicable diseases and fossil fuel dependency. Engaged and convened diverse stakeholders around the development platform.
Oversaw the management and execution of projects related to Hemispheric Development in the areas of sustainable cities, sustainable energy, integrated water resources management, adherence to environmental law, competitiveness, micro- small and medium-size enterprise development, culture and tourism, development cooperation, labor and employment, human development and education.
